Nyam-Osoryn Uchral

Nyam-Osoryn Uchral is a Mongolian politician and businessman, who has been a member of the State Great Khural since 2016. A member of the Mongolian People's Party, he was appointed as the Cabinet Chief of Staff by Prime Minister Luvsannamsrain Oyun-Erdene following the 2024 parliamentary elections. Upon his election as the chairman of the MPP in the 31st Party Congress, he was appointed as Chairman of the State Great Khural on November 20.
He served as President of the Social Democracy–Mongolian Youth Federation since 2019. He has been serving as a member of the IPU’s Standing Committee on United Nations Affairs. Uchral is the heir of the Khunnu group companies, which owns Ikh Zasag International University and other businesses in Mongolia.
Uchral rose to national prominence in 2025 when he was elected leader of the Mongolian People’s Party and Speaker of Parliament (State Great Khural) at the age of 38. His elevation, following a managed party congress that ended months of internal deadlock, positioned him as a central figure in Mongolia’s leadership, with a mandate focused on political stability, fiscal discipline, and market-oriented reforms.

Childhood and education

Uchral was born in Ulaanbaatar on 2 January 1987 as the eldest child of Namsraigiin Nyam-Osor and Jambalyn Tsetsegmaa.
He attended 97th secondary school and Ikh Zasag lyceum, where he took his upper secondary education in 2003. He earned a B.A. in law at Ikh Zasag International University, a university founded by his father, in 2007, and a MBA degree at University of Gloucestershire in the United Kingdom between 2008 and 2010. Uchral also earned a master's degree in historical sciences at Mongolian State University of Education in 2012, and a PhD in historical sciences at Siberian Branch of the Russian Academy of Sciences in 2013. After arriving in Mongolia, he founded the Royal International University.

Uchral joined the Mongolian People's Party in 2009 and became an active member of the Social Democracy-Mongolian Youth federation. In 2012, he joined the organization's governing board and was appointed as a director of “Social Democracy” training center. Between 2012 and 2016, he was a citizen's representative of Bayanzurkh District in Ulaanbaatar. He served as a director of the Political Department of the MPP between 2012 and 2014. Moreover, he supervised the MPP's Public Relations and media team for the 2012 capital election and the 2013 presidential election. In 2015, he worked as an advisor of public relations for Deputy Prime Minister Ukhnaagiin Khurelsukh, and then was appointed as an advisor of the MPP caucus in the State Great Khural.
In the 2016 parliamentary election, Uchral was elected to the State Great Khural from the 72nd Songinokhairkhan District constituency. He was a member of the parliamentary standing committees on Legal affairs and Social Policy, Education, Culture, Science. He was also a chairman of a temporary committee on digital policy, which he initiated and created by the State Great Khural in 2017. He led a lobby group for innovation, composed of five MPs. In the 2020 parliamentary election and the 2024 parliamentary election, Uchral was re-elected as MP.
