Manuella Modukpè Santos
Manuella Modukpè Santos is a Togolese economist and public official. She was appointed a member of the Government of the Togolese Republic in September 2023, with responsibility for investment promotion within a portfolio linked to industry and economic attractiveness. Her role involved public policy, private investment, and industrial development.
Prior to her entry into government, she had an international career in financial markets, the United States, before founding a financial and investment advisory firm. Her profession involves international financial markets, economic development, and investment promotion.
Education and financial career
Santos has a Bachelor's Degree in Finance from the University of Massachusetts and a Master of Business Administration in International Finance from Long Island University, United States.Santos started her professional career in international financial markets. She worked in New York within major financial institutions, where she gained experience in risk management, financial products, derivatives markets, and global investment strategies.
In 2016, she founded a consulting firm specializing in financial strategy, investment advisory, and the structuring of public and private projects in West Africa. Through this platform, she advised corporate clients, entrepreneurs, and institutional actors on investment strategy, financial structuring, and market development.
Government career
Santos was appointed to the government in September 2023, as the Togolese Minister of Investment Promotion, a portfolio linked to industry and economic attractiveness. Her mandate was aligned with the government's economic transformation and industrialization agenda.During her tenure, the ministry undertook diverse initiatives that sought to strengthen Togo's Industrial competitiveness and encourage sustainable investments. Some of the initiatives were organizing workshops on industrial pollution and ecological transition, supporting international businesses like the Adétikopé Industrial Platform. She implemented a private investment policy that drove private investment growth with a focus on value-added sectors like logistics and finance.
In an interview with Yearbook: Rapport économique, she stated that Togo was undertaking major infrastructural projects that aimed at boosting the country's regional connectivity while defining its position as an economic hub.
She represented Togo in diverse international economic and investment forums, discussing issues like industrialization in Togo and Africa, public/private partnerships, mobilizing development financing, and regional integration issues.
International cooperation
Santos has represented Togo in different international forums, like the World Investment Forum. During the 8th World Investment Forum held in Abu Dhabi, UAE, from October 16-20, 2023, she chaired a special session dedicated to Togo about investment promotion strategies that can be implemented in partnership with the private sector.In November 2023, she led the Togolese government team that participated in the annual Africa Investment Forum in Marrakech, Morocco, in her capacity as the Minister of Investment Promotion.
