By-elections from November 2021

The following by-elections were held to fill vacant ward seats in the period since the election in November 2021.
The African National Congress expelled eight councillors for supporting the election of a Democratic Alliance speaker. Four were ward councillors, necessitating by-elections, which were held on 19 July 2023. The expelled councillors formed the Mangaung 7 grouping, and ran as independents. The ANC won all four by-elections, to retain majority control of the council.
