Vikas Vaibhav


Vikas Vaibhav is an Indian Police Service (IPS) officer of the 2003 batch from the Bihar cadre. An alumnus of the Indian Institute of Technology Kanpur, he has served in roles involving crime control, counter-insurgency operations, and counter-terrorism investigations with the National Investigation Agency (NIA). He is the founder and patron of Let's Inspire Bihar, a non-governmental organisation based in Bihar.

Early life and education

Vaibhav was born in Bihat, Begusarai district, Bihar, India. He completed his Bachelor of Technology degree from the Indian Institute of Technology Kanpur between 1997 and 2001. He joined the Indian Police Service in 2003 and was allocated to the Bihar cadre.

Career

In his early career, Vaibhav served as Superintendent of Police (SP) in Bagaha, West Champaran district, where he earned recognition for controlling crime in an area locally called "Mini Chambal". As SP of Rohtas district, he played a major role in operations against Maoist groups, including reclaiming the historic Rohtas Fort and hoisting the Indian national flag there on 26 January 2009.
Vaibhav later served as SP in the National Investigation Agency, where he investigated several high-profile terrorism-related cases such as the operations of the Indian Mujahideen, the 2013 Bodh Gaya bombings, the 2013 Patna bombings, the Burdwan blast, and the Hyderabad blasts. He has also served as Senior Superintendent of Police (SSP) of Patna and Deputy Inspector General of Bhagalpur range, where he initiated public grievance redressal forums and "Janata Darbar" sessions to improve police-citizen interaction.
As of 2025, Vaibhav serves as Advisor of the Bihar State Planning Board, and he was in the position of Special Secretary in the Home Department of the Government of Bihar.

Initiatives

Vikas Vaibhav launched the "Let's Inspire Bihar" initiative on 22 March 2021, a voluntary social, cultural, and educational initiative focused on three core themes: educationegalitarianism, and entrepreneurship in Bihar. Let's Inspire Bihar initiative has organised several events, including startup summits, development conclaves, and youth forums that engage government officials, educators, and entrepreneurs in discussions on entrepreneurship, education, and social development.

Awards and recognition

  • In 2019, Vaibhav received the Satyendra K. Dubey Memorial Award from IIT Kanpur for his integrity and fearless service.
  • In 2025, the NIA formally honoured him for his landmark investigations into terrorism and organised crime.

Public engagement

Outside his policing career, Vaibhav is a travel and history enthusiast. He writes the blogs Silent Pages, focusing on heritage, and Cop in Bihar, recounting field experiences. He frequently delivers talks at educational institutions to motivate young people.
He has also advocated against caste-based politics in Bihar, urging youth to reject divisive agendas before assembly elections.
