History

The project was officially announced on 21 December 2025 by Prime Minister Pham Minh Chinh.

Ho Chi Minh City

The VIFC in Ho Chi Minh City will be headquartered in the 55-story Saigon Marina skyscraper in the city's Thu Thiem area. It will be led by Truong Minh Huy Vu, head of the Ho Chi Minh City Institute for Development Studies. On 26 November 2025, Binance and the Ho Chi Minh City Department of Finance signed an MOU to support the development of the city's IFC.

Da Nang

The Da Nang VIFC hub will be led by Ho Ky Minh, 54, vice chairman of the Da Nang People's Committee.
