SSPE Kartographia


SSPE "Kartographia" is a state enterprise and cartography research institution of Ukraine producing cartographic and GIS products for educational and governmental institutions.

History

The Kartographia was originally established in 1944 as the Kyiv State Cartographic Factory. On 1 November 1991, it was reformed into Kyiv Science-Editorial Mapmaking Enterprise, a department of the State Cartographo-Geodesics Servise of Ukraine in 1991–2006, not confuse with the actual , ). On 1 April 1993, it was restructured into the Scientific-Research and Experimental-Producing Enterprise "Kartographia". On 1 January 2001, it further restructured into the State enterprise and renamed to its actual name.
On 19 April 2024, the Kartographia celebrated its 80th Anniversary. Since 2016, it hosted . The Kartograpphia is not the only state-owned enterprises in the field of cartography in Ukraine, were there are dozen of various smaller institutions. There are also few big private paper maps publishers in area of educational cartography in Ukraine, and is the most relaible online maps service of Ukraine.

Naming

The SSPE “Kartographia” name in English is an official according to its statute, while various romanized variants appears as social pages handles: DNVP “Kartografia”, DNVP “Kartografi'ia”, SSPE “C'artography”. The official Ukrainian transliteration is DNVP “Kartohrafi'i'''a”''.
The logo is a combination of a Sphere wireframe left half followed by the title Картографія as the right half.

The Kartographia's mission, as the National mapping agency, is defined in its and by Ukrainian law.

The Kartographia took part in the international and local publishers exhibitions, forums, meetings and workshops as a guest, as well as a host.
In addition, the Kartographia also cooperates with many enterprises from varios countries including Белкартография, HarperCollins,, ExpressMap, Didakta, Tecnodidattica, and consults UN, OHCHR and other international institutions.

Products

Maps and globes

  • Globe of Ukraine: The Kartographia continued production and upgraded the Ukraine on the Globe globes in 2002-2005, originally invented and produced in 1997–2001 by now defunct the State Enterprise "State Cartographic Factory". Since 2006 till present, a revised edition is produced as a souvenir.
  • Complex atlas of Ukraine: The is a large atlas book with a set of various maps describing Ukraine in 21th century, published in 2005.
  • National atlas of Ukraine: The is a large atlas book with a set of various maps, published in 2007. It also serves as the general atlas of Ukraine and is available online on official site of of the National Academy of Sciences of Ukraine.

Modern cartography

Russo-Ukrainian War

On 16 December 2013, two month before the start of the Russian invasion of Crimea since 20 February 2014, which is the marker point of the start of the ongoing Russo-Ukrainian War, the Kartographia published on its site an article under the title of Historical-Cartographic Proofs of the Connections of the Crimea with Ukraine, which comprehensively illustrated with a set of maps for the a period of History of Ukraine from the 30th century BC till the 1970s. After Russian annexation of Crimea proclaimed in March 2014, the Kartographia republished own earlier published article again on 3 April 2014, and later released it as a set of four maps of the Serie «The United Country».
Since the start of the War, the Kartographia designed a digital cabinet the «Topographic map» for in-class and remote use in schools and self education.
During the War, the Kartographia continued its research work and production of various maps on modern Geography and History of Ukraine and the World, launched the Interactive map of Ukraine, printed a set of educational topographic maps in paper. Since 2022, cartography themes were are: the War and History; the National and International Holidays; Ukrainian culture and Cultures of the World; Transport and Travels; The Universe and Space Exploration, etc.
  • Topographic maps and Topography handbooks: is an educational topographic paper maps set for the use in secondary schools and for army trainings. Revised edition published in 2023.
  • History Teacher's Atlas: is a large atlas book with a set of maps for a period of 1990s-2020s. Includes maps of ongoing Russo-Ukrainian War for the period of 2013-2021 and period of 2022-2023. Published in 2024.
  • New blank maps of Ukraine and the World: are a wall size blank maps for the use in schools, published in 2024 and 2025 accordingly, with an actual state of administrative borders, landscape and hydrography edges. Ukraine's hydrography on blank maps shows actual state of the Dnipro river in the area of the Kakhovka Reservoir, after the Destruction of the Kakhovka Dam and its totall collapse initiated by Russians in 2023.
The «Globe of Ukraine» is the only pre-1990s anecdote, that become viral meme phrase since the 1990s and a real product since 1997, produced by the Kartographia for decades. The «Globe of Ukraine» as a phrase and graphics was a subject of Russian porpaganda since 1990, yet used in Russian media info wars while before 2014. Production of the real globe and use of phrase by Ukrainians is a part of Ukrainian folklore. Also, a Polish cartographic publisher the F.P.H. ZACHEM-GŁOWALA produced a similar looking the «Globe of Poland», initially also a local meme and an object of folklore. In its non-propaganda meaning, the «Globe of Ukraine» phrase used in a context of all Ukrainians around the globe.

Digital cartography

Since the rise of the Geographic information system and GIS database paradigms, the Kartographia is an involved in development of GIS products.
Since 2000s, the Kartographia are worked on development of digital classes for Geography study in Ukrainian schools for offline and online use, initially basing on the Macromedia Flash Player technology.
In its initial years, the Kartographia used various professional tools for map creation, such as Descantes and MicroStation, MapPublisher, ArcView 3.x, Adobe FreeHand, etc. Some GIS software developed on its own, and sample data files provided for free. GIS database includes digital maps of all cities and towns of Ukraine, and of Ukraine in whole in various scales.

E-Kartographia

Since 2020, due to the COVID-19 pandemic in Ukraine, continued with a further the Russia invasion of Ukraine on 24 February 2022 and country-wide missile and drone attacks by Russians, also sided with a massive migration of Ukrainians inside the country and an emigration from Ukraine, the Kartographia designed the E-Kartographia, an online digital education service, basing on its previous experience and modern Web technologies, primary intended for the use in primary and secondary schools inside Ukraine and in Ukrainian schools overseas. In 2025, the Kartographia released a case study paper on the use of E-Kartopgraphia in primary schools.

Competitions

The Kartographia participates and organizes the international and local competitions in the field of Cartography for kids and adults.International: Barbara Petchenik Children's World Map Drawing Competition Ukraine: thematic competitions.

Many products of Kartographia received various International, State and Governmental awards.
  • 2004 Honorary Diploma of the Cabinet of Ministers of Ukraine «For the major contribution into development of cartography and in a relation with the 60th Anniversary od SSPE “Kartographia”».
  • 2005 IMTA's awards in the categories: the “Best Atlas 2005 First Prize” for the Ukraine in Old Maps atlas book; the “Best Flat / Wall Map 2005 First Prize” for the 1 : 500 000 ''Ukraine General Map.
  • 2007 ICA's Map award in a category of the “Best Wall Map” for the World Political Map 1 : 22 000 000.
  • 2009 State Prize of Ukraine in Science and Technology for the '' research work by et al.
  • 2012 ICA's “Map of the Month 6/2012” ''award for the map France. Physique. Administrative.
  • 2013 ICA's Map award the Second jury prize in the category “Digital Products” at the International Cartographic Exhibition at ICC 2013 in Dresden for the digital atlas Physical Geography of Ukraine.
  • 2013 OSCE's commendation diploma for the help in organizing the 20th OSCE Ministry summmit.
  • 2014 ICA's “Map of the Month 5/2014” award for the digital atlas Physical Geography of Ukraine.
  • 2015 forum diploma in a category of the “Encyclopedic and reference work” for the Portolanos charts of the Black Sea from the 14th - 17th century.
  • 2019 Kyiv University Research Institute of Ukrainian Studies' commendation diploma for the help in organizing the 12th International contest of Ukrainian studies forprimary schools students of 8-11 classes .''
  • 2023 ICA's Map award at the ICC 2023, the 3rd prize in a category of the “Educational cartographic products” for the Interactive map of “Africa”.
