Howard was born on June 26, 1917, in District 9 of McNairy County, Tennessee to John Samuel Howard and Josie Mae Greer. His father was a farmer.The origin of the "Doc" nickname first appears in a 1938 newspaper article for Freed-Hardeman University, where he attended at least two years. Following his studies, he resided in Michie, Tennessee where he worked as a school teacher and coach for basketball at Michie High School. Howard married Clovis Raines in c. 1945. Little information is online about Howard's political career. It is known he served Michie's community as mayor for over 7 years, though it is almost certain he served longer than this duration.
On December 1, 1977, Howard would pass away in Michie, Tennessee.
