Central Integrated Military and Civilian Development Commission


The Central Integrated Military and Civilian Development Commission is the decision-making and coordinating body of the Central Committee of the Chinese Communist Party on major issues related to military–civil fusion.

History

By 2015, China had established many deliberative and coordinating bodies for military–civil fusion, such as the Inter-ministerial Coordination Group for the Construction of a Military–Civilian Integration and Military–Civilian Weapon Equipment Research and Production System, the State Council and Central Military Commission Leading Group for the Socialization of Military Support, the Leading Group for the Training of Military Cadres Based on General Higher Education, and the National Defense Mobilization Commission.
The "Proposal of the CCP Central Committee on Formulating the Thirteenth Five-Year Plan for National Economic and Social Development" adopted at the 5th Plenary Session of the 18th Central Committee of the Chinese Communist Party on 29 October 2015 clearly requires the improvement of the "Three Systems" of military–civil fusion development. The organizational management system refers to the establishment of military–civil fusion development leadership bodies at the national and provincial levels to unify the leadership of military–civil fusion development work.
On 22 January 2017, Xi Jinping created a Central Military–Civil Fusion Development Committee, which is responsible for the planning and implementation of the MCF in China.
