Aleksandr Panyushkin
Aleksandr Semyonovich Panyushkin was Ambassador of [Russia to the United States|Soviet ambassador to the United States] from 1947, transferring in July 1952 to Russian [Ambassador to China|ambassador to China]. He headed the First [Chief Directorate] of the KGB from July 1953 to June 1955.
